Software alike Adobe Photoshop can easily add glow effects to text layers using its layer blending options. Try to tell this to your designer, or if you are the designer yourself, simply play with the blending options in your text layer to see the glow effects that I am talking about.

Besides that though, you can also have the greeting card printer itself use a special kind of ink that glints or glows with light. These can be metallic inks, or inks with glitters and such.
