Mandatory Color Images on Cigarette Packs

On March, 30 the Cabinet of Ministers of Ukraine issued an enactment 306 from 19.01.2011, which requires suppliers of tobacco products to place additional preventive medical images on cigarette packs.

"Applying on a cigarette pack images, warning of the dangers of smoking, did not significantly affect the retail price of cigarettes", said Yuri Kishko, the Director for Corporate Affairs of Imperial Tobacco Company in Ukraine, to the correspondent of the Ukrainian Independent Information Agency.

"Changes on the package based on the deployment of warning color images did not significantly affect the final retail price of cigarettes", he said.

According to the corporate communications department head of British American Tobacco Ukraine, Andrei Krylya, changes in packaging will still entail additional costs. "But, it is too early to say how this will affect the final price of cigarettes, especially since the pricing is a complex process, which is influenced by many factors," - he said.

In turn, Konstantin Ryabenko, Philip Morris Ukraine Director of Corporate Affairs said: "We are already beginning preparations to apply additional health warnings on the packaging."

About the effectiveness of such measures Yuri Kishko noticed that, according to the World Health Organization, 93% of the adult population of Ukraine is aware of the risks of smoking, so color pictures can hardly become an incentive for smoking cessation among adult smokers. "In addition, over the past few years, all legally produced cigarettes in Ukraine are marked by fairly lengthy text warning in a black frame, which occupies 30% of the two big parties of a pack with the rotation of 7 different messages about the dangers of smoking. Text warnings are sufficiently informative and persuasive, so we do not believe that the pictures on the package may affect the levels of consumption ", he said.

"If we talk about how widespread this practice in the world is, then the vast majority of countries use the text warnings, similar to active ones in Ukraine today. In the U.S., for example, they apply health warnings to the lateral surface of the pack with no restrictions on size and color, and the expansion level of smoking is far lower than in neighboring Canada, where such pictures as a warning have been printing more than 10 years "- Yuri Kishko added.

As the Ukrainian Independent Information Agency reported earlier, the Cabinet of Ministers ordered the manufacturers of tobacco products to apply warning images on cigarette packs.

Since September 30, 2012 manufacturers and importers will be forbidden to supply the market with tobacco products without the new warnings.
