Depending on a company's usage of the service, a flat fee may be less expensive than a by minute bill, but the same is true in reverse if they're not strong users. Generally however the flat fee would be the more sought after monthly bill because a company is usually using it on much too a large of a scale for the minute by minute to be cost-effective at all.
