In all probability, you would have heard of NGN numbers or non-geographical numbers - they just mean that the phone instrument attached to it doesn't relate to a fixed geographical location like your normal cell phone or landline numbers. In essence, they are freephone numbers. Typically, an NGN number does not replace a telephone system but in turn houses the system that companies use to communicate with its clients and is built on a telephone network. It is essentially the number that the clients know that your company has.

This technology is called Number Porting - it technically means that a call transfer request can be issued to the system, asking that your calls be transferred to a different number from a different carrier. This also ensures inter-operability of calls from different carriers - for instance, 0300 numbers to 0330 numbers.
