For nearly a week in the neighboring country people have been brutally murdered and burned alive, women and children were raped and humiliated. The whole world was incensed by these events, calling for an immediate termination of ethnic purges. Those who were able had provided their aid to the victims of barbarism. The international community demands to hold the scrupulous inquiry of these crimes and punish all guilty to the severity of law.

And what President Nazarbayev was doing during the bloodshed in "brotherly" country? Absolutely nothing! He was so distressed that he could not utter a single word about this massacre. He felt panic and fears that the Kyrgyz events could instantly spread over to Kazakhstan, terminating his rule and tales of stability in Kazakhstan. Nazarbayev immediately has closed the borders of Kazakhstan for Kyrgyz refugees and expelled the Kyrgyz citizens.

Only after the situation in Kyrgyzstan has begun to stabilize, Nazarbayev began to mumble something unintelligible about occurred events and on "aid" provided to the neighboring country. However, so far, Astana hasn't provided any significant assistance to Kyrgyzstan, despite the fact that "Nazarbayev's Nightingale" - Foreign Minister Saudabayev uses every opportunity to claim that "Kazakhstan since the early days of the crisis provides all possible assistance to the "brotherly" people of Kyrgyzstan and will continue this work both on bilateral basis and as the OSCE Chairperson". Though nobody knows what kind of assistance he is talking about. Meanwhile Saudabayev on behalf of the OSCE "feeds" everyone with endless and empty promises.

Many hoped that after the "Kyrgyz shock" Nazarbayev would come to reason and make appropriate conclusions, would soberly assess the events happening around him, as well as no longer would impose his infantile vision of the world to others and would address the real problems. But, unfortunately, things turned the wrong way round. Nazarbayev used the death of thousands of innocent people, the deepest grief and sorrow of peoples of Central Asia as additional opportunity to PR (advertise) himself and to satisfy his vanity. Not without purpose there is the saying "old habits die hard".

On June 29-30, two weeks after the tragic events in Kyrgyzstan, Nazarbayev has pompously organized an international conference of OSCE in Astana, devoted to issues of tolerance and nondiscrimination. Instead of attracting the attention of participants to the tragedy in Kyrgyzstan and appealing to provide assistance to this country Nazarbayev once again used this opportunity to self-laudation. He began to trumpet the "Kazakhstan model of tolerance", which, he said, must be "adapted to the specific conditions of other OSCE states". From his words, it seems that if other countries create a body such as the Assembly of Peoples, and hold regular conventions of dialogue between civilizations, they will have no problems with ethnic and religious tolerance.

The allegations of Nazarbayev about tolerance and ethnic harmony in Kazakhstan, does not accord with flourishing xenophobia in the country. Judge yourself, in Kazakhstan the mutual hatred between Kazakhs and Chinese and Uyghur is growing, as well as discontent among the Russian ethnic minority is growing. The tragic events in Shanyrak and bloody riots in the village Kazatcom are clear examples! The behavior of Nazarbayev promotes mutual distrust between the Kazakhs, Kyrgyz and Uzbeks. He brings youth to the idea of "superiority" of Kazakhs over other Central Asian ethnic groups.

He closes his eyes to well-known facts of ethnic massacres in neighboring Kyrgyzstan, the OSCE member country! Nazarbayev now must take all measures to ensure that the OSCE initiates investigation of the reasons and consequences of the tragic events in the south of the Kyrgyzstan. Thus he has a chance, at least partially, to rehabilitate himself and the OSCE in the eyes of the world community. Otherwise, his carelessness and inactivity of the OSCE in the context of ethnic purges in Kyrgyzstan accounts for the following reason: Nazarbayev is against parliamentary republic in Kyrgyzstan; he doesn't like R.Otunbayeva and her "team" and therefore assists supporters of President Bakiev.

Instead of initiating specific action at the mentioned conference Nazarbayev issued another stupid "initiatives". This time he proposed to establish the OSCE Centre on tolerance and non-discrimination, as well as to establish the post of OSCE High Commissioner on ethnic and religious tolerance.

As the chief editor of the Kazakh newspaper "Sight" I.Vinyavsky said, "Kazakhstan totally flopped as the acting Chairperson of OSCE". The rhetoric doesn't prove its value in the eyes of Europe, as soon as an armed conflict started in Kyrgyzstan that caused the riots, murders and massive outflow of citizens from the country. Kazakhstan has not managed to display itself in this situation. Astana elementary has no time to be occupied with such matters. All resources are directed to the struggle with opposition, to preparation of the anniversary of Nursultan Abishevich and general reluctance to do anything. It is more exciting to talk about the problems of Afghanistan, which has existed for several decades and will exist as much. But in time of trouble in neighboring country, the OSCE Chairman was only capable to close its borders, to name the situation as "criminal coup" and to call from high platforms to terminate the conflict.

The following day after finishing masquerade conference with the OSCE, Nazarbayev proceeded to the next show. On the Third Astana Economic Forum, he said: "Today I am presenting Kazakhstan's new initiative on real and substantive filling of the "second" basket of the OSCE. I believe that this Organization is able to fully realize the idea of Eurasian integration. He said, that currently "the integration process in the Eurasian region is focused primarily at separate, partly competing regional blocs, and this does not allow fully exploiting the potential of interaction between Europe and Asia". And, as usual, Nazarbayev calls to solve this problem in his style - through development of "a single document reflecting the main principles and directions of the Eurasian integration". He believes that by adopting this document, it would be possible to do anything and even to integrate Europe and Asia.

Word "Eurasia" used in the statement of Nazarbayev raises questions: Firstly, by what and how so-called borders of "Eurasia" are limited? Secondly, which states are included - Eurasia is a fuzzy concept. Thirdly, there is one concept of "OSCE space", which is reflected in its title "the Organization for Security and Cooperation in Europe" and not divided into any parts. Thus expression such as "the Asian part of the OSCE" is unacceptable.


The OSCE, being far from the region, by definition can not deal with issues of tolerance and non-discrimination in Central Asia. Nazarbayev has exaggerated the idea of Eurasian integration within the CIS in the early 1990s. Then it was dictated by ideological vacuum in the Kazakh society after the collapse of the Soviet Union and the desire to prevent the collapse of Kazakhstan on ethno-linguistic ground. But even then the CIS countries and even Russia consider it unnecessary to pay attention to this useless idea. Apparently, now this idea has been specifically "modified" for the OSCE, so that Nazarbayev could continue to play the show, entitled "Kazakhstan's chairmanship in the OSCE".

In order to avoid angering Moscow by his "idea-creativity", Nazarbayev has included in the project of "Eurasian integration" certain provisions from the Russian proposal of "European Security Treaty", by borrowing phrases like "vast space from Vancouver to Vladivostok".

In short, the behavior of Nazarbayev during and following the Kyrgyz tragedy demonstrates his incompetence. It seems that he live in a parallel world, solving real-life problems only on paper and producing extravagant initiatives.

Those who has entrusted Nazarbayev OSCE Chairmanship, made a terrible mistake. Today nobody denies that the presidency of Astana in the OSCE has become the most shameful page in the history of this organization.
