Lottery results played a major role in financing roads, libraries, churches, colleges, canals, bridges, etc. Though there may be ill-effects of lottery, it cannot be considered as evil as it helps raise funds for causes that benefit a lot of people. Legal or not legal, people will always gamble anyway.
