You typically pay one fee for the phone itself and then a monthly service fee that kicks in after activation. That means that you're going to pay more for the phone up front but then a lot less over the course of the many months that you will actually own the phone.

This means that you can change the technology at any point and keep the service as long as the cell phone provider supports the cell phone model that you choose. So, someone that owns a phone for elderly people will end up paying a lot less per month than someone who has an iPhone for example, with data service.
