Important Results Obtained in Economic Cooperation in Mineral IndustrySince China"s

reform and opening-up, cooperative exploration and development activities of energy, metallic and non-metallic mineral resources have been carried out in China using funds from international organizations and various countries. In this regard the results gained in the cooperative activities of China"s offshore oil-gas exploration and development are the most remarkable. Up to the present, China has signed 136 contracts and agreements on offshore petroleum and natural gas exploration and exploitation with 62 petroleum companies from 16 countries and regions. Cooperative exploration activities have led to the discovery of 19 oil-gas fields with oil reserves of 1.17 billion tons and gas reserves of 421.1 billion cubic meters identified and the development of 17 oil-gas fields with an annual crude oil production capacity of 10 million tons. As a result, the offshore gas production grew from zero to 3.86 billion cubic meters in 1998 and the offshore petroleum production rose from 95,300 tons in 1982 up to 16.31 million tons in 1998, 171 times the 1982 production. In the meanwhile, certain progress has been made, too, in the external cooperation in on-land oil-gas exploration and development and 30 foreign firms have successively taken part in the petroleum exploration ventures involving 20 cooperative blocks on land in China. As compared to the external cooperation in oil-gas exploration and development, the cooperative exploration and development of China"s solid mineral resources has progressed at a slower rate. Although a number of cooperation agreements have been signed with some countries, yet the amount of foreign funds used does not exceed 10 million yuan annually due to various reasons. At present the areas of foreign firms" enthusiastic investment are mainly the exploration and deve~lopment of gold, coalbed gas and diamond and subordinately of copper and lead-zinc ores, etc. Preliminary Achievements Scored in Developing Mining Markets Abroad.The development of geological and mining markets abroad consists of four areas as follows: investment in mineral resources exploration and development overseas; cooperative prospecting for groundwater and drilling and completion of water wells; cooperative regional geological and mineral investigations and geological mapping; and cooperative geological-environmental surveys and studies for prevention and control of geological hazards.In the field of oil-gas resources, the Bureau of Petroleum Geology and Marine Geology under the former Ministry of Geology and Mineral Resources of China signed a cooperation agreement with a Petroleum Geophysical Company of Russia. The Chinese side sent out a group of 26~36 technical experts successively in 1992 and 1993, which carried out petroleum seismic exploration in an oilfield near the Arctic Circle and smoothly fulfilled the tasks stipulated in the contract. This cooperative activity not only yielded good economic returns but also won Russian side"s trust and appreciation and thus expanded the influence of Chinese geologists in Russia. The China National Offshore Petroleum Corporation has successfully made its first stride forward on the road of active participation in cooperative exploration and development of overseas oil-gas resources by acquiring some oil-gas reserves and crude oil through purchasing a part of the stock shares of the Malacca oil field. The China National Petroleum Corporation (Group) has invested in cooperative exploration and development of petroleum and natural gas in some countries of the Commonwealth of Independent States in Central Asia, Peru and Canada in America, Sudan in Africa and Thailand in Asia and achieved positive results.In the area of solid mineral exploration and development, Chinese mining enterprises have unfolded a series of cooperative activities in some countries and regions of Oceania, Africa, America and Asia. The earliest of such activities is the Chinese metallurgical industry department"s successful cooperative development of an Australian iron ore deposit with an annual production of nearly 10 million tons of iron ores. Some Chinese mining companies have also made certain progress in exploration and development activities for copper, gold, bau~xite, chromite and coal resources abroad, such as bauxite mining in Australia by the Zhongxin Mining Corporation, iron ore mining in Australia by the Baoshan and Anshan Iron and Steel Corporations, coal mining in Australia by the Yanzhou Mining Corporation, iron ore mining in Peru by the Shoudu Iron and Steel Corporation, gold mining in Ghana of Africa by the Shaanxi Bureau of Geology and Mineral Resources, and chromite mining in Zinbabwe by the China National Iron and Steel Corporation. Up till now, the mineral exploration and deve~lopment projects in which China has actual input of funds or has become a shareholder in the form of technological and manpower input have amounted to over 20, with an accumulative investiment of more than one billion US dollars.The search for groundwater and water well boring and completion have occupied a large proportion in the endeavors to develop mining markets abroad. The China Geological Engineering Corporation under the former Ministry of Geology and Mineral Resources has carried out groundwater prospecting and water well drilling and completion activities in scores of countries in Africa, South America and Asia and achieved satisfactory results.
