The Pacific Digital Center is as necessary as it is under recognized
. The Center was established by the U.S. Congress following Hurricane Iniki's devastation of the island of Kauai in Hawaii in 1992. It started operating in 1996. The Center maintains a second office at the Water Resource University in Hanoi, Vietnam.
This discussion of the PacDCenter should be prefaced by noting that the Center has nothing to do with Pac Man. Video games are for fun. It is for tragedies.
What does the Center do? Let's discuss. It works to foster disaster resiliency through the use of science, information and technology for sound evidence-based decision making. It is an applied research and development public-private enterprise promoting disaster risk reduction agenda and concepts by bridging the divide between the disaster management professionals and the scientific community.
It also addresses customers' disaster management requirements by providing timely, accurate and relevant informational and analytical products in times of emergency. Furthermore, PacDCenter engages in capacity building projects around the world.
The Center's machines and personnel are used in disaster response and civil-military humanitarian assistance operations as well as disaster risk reduction, mitigation and planning. The products are used everywhere by disaster managers and stakeholders, national governments, regional organizations, and NGOs. The Center's primary area of responsibility encompasses the Pacific and Indian Ocean regions including both Hawaii and Alaska, but the center has performed work all over the place.
In the fall of 2009, the Pacific Ocean was the locus of numerous disasters and the Center's resources were severely tested. Poseidon was angry about Lehman Brothers and other financial fall outs apparently.
In 6 days from September 27 to October 1, the Center created and delivered products and in some cases provided direct support for the responses to Typhoon Ketsana, especially the storms devastating effects on Manila, Philippines; Typhoon Parma, which increased the disastrous flooding in Manila; Super Typhoon Melor, the worst effects of which hit the Commonwealth of the Northern Mariana Islands and in Japan; multiple earthquakes and a devastating tsunami in both Samoa and American Samoa; and another earthquake cluster in West Sumatra, Indonesia. Just days after this "Week of Pacific Disasters," an additional earthquake cluster struck, notably in Vanuatu where another tsunami was generated and new tropical cyclones hit with intense severity.
The Pacific Ocean is in grave danger of being destroyed. Fortunately, The
Pacific Digital Center exists to help us manage the threat. This is certainly not a video game.
