Even in states which are particularly strict on such matters like North Carolina this sort of thing will not be an issue as the only value of such records is for historical research and tracing family trees. However more modern records can have numerous complications as you vary between states with some requiring that you be next of kin or the person themselves to even see the records, never mind get hold of copies. Prices of hard copies have also been known to vary from state to state as they are set individually by the local health authority in question.

California for example is rather unsurprisingly liberal when it comes to its divulgence of public records in some circumstances the offices responsible for holding these records will even rush the order and in many cases you aren't required to divulge the same amount of information as to why you are looking for the records in question.

Generally speaking if you are a person's next of kin or a legal representative with written consent you are unlikely to have any issues obtaining the information that you are looking for in any state with the exemption of records which can be used for identity theft, some of the easiest records to obtain tend to be marriage records as the laws regarding these are quite lax, after all there is little that you can do with this sort of thing which would be illegal and the only morality issue regarding their use is in the slander of the person the records contain information on, it has become increasingly common practice for potential partners to screen their choices by checking up on marriage and divorce records due to the relative ease of obtaining these, in most states you don't need to have any relation to the people in question to obtain this information.
