Author: Kevin JonesThe legislature finds that sexual offenders present a significant risk of reoffended and that efforts of law enforcement agencies to protect their communities, conduct investigations and quickly apprehend offenders who commit sexual offenses are impaired by the lack of current information available about individuals who have been convicted of sexual offenses who live within their jurisdiction. The legislature further finds that providing public access to certain information about convicted sexual offenders assists parents in the protection of their children. Such access further provides a means for organizations that work with youth or other vulnerable populations to prevent sexual offenders from threatening those served by the organizations. Finally, public access assists the community in being observant of convicted sexual offenders in order to prevent them from recommitting sexual crimes. This list contains the names of registered sex offenders who reside in: unincorporated Lake County Municipalities in Lake County whose police departments have agreed to the disclosure of sex offender information on this site. According to the statue, any person who has been convicted of any sex offense in which the victim is under the age of 16 are expressly forbidden to be on any property that is owned or operated by the schools. The statue goes on to say that sex offenders may not attend or be present at any student function or field trip on or off school property that is school-sponsored or under supervision by school personnel.
The policy does however list exceptions for certain offenders. Parents or guardians, who are registered offenders, may be on school grounds to attend a scheduled conference with the school to discuss the students academic or social progress. That parent may also be permitted on school property at the request of a school principal to discuss the welfare or transportation of the student. An offender is an individual with a reported conviction who is not classified as a recidivist ( a repeat offender), an aggravated offender (an offender for life) or a sexually violent predator, someone convicted of a sexual offense who suffers from a mental or personality disorder. Their condition would make it more likely for them to engage in such an act.
A non-resident student offender is an offender who is enrolled in a North Carolina school but is not a state resident. These individuals are also required to register if they have a reported conviction or prior registration status. A non-resident worker, someone who resides outside of North Carolina, but is part-time or fully employed in the state faces similar registration guidelines.
The length of registration for qualifying offenders depends on the circumstances surrounding the crime. A recidivist, sexually violent predator, or an aggravated offender is required to maintain registration for life. All other offenders will maintain a period of registration for at least 10 years following the date of registration. A court can require a juvenile as young as 11 years of age to register as an offender if they are deemed a danger to the community.
All offenders who apply for insurance, drivers license or permit will be presented an identification card acknowledging the sex offenders status
