, the migration of jobs from American shores to answering service units in countries like India and China has taken its toll. The unemployment rate in the country is on the verge of touching a never-before 10%. Business firms are hugely in favor of hiring BPO units in sparsely developed countries because of the cost cuts. The recession paved this trend with concrete. These were the months when cost cutting was the primary focus of many business firms. In such times, hiring call center services seemed like a more sensible idea from the business perspective.

However, times have slowly started to change. Though not officially over, the recession has lost its sting. Now the lawmakers want a better deal for the American citizens. They want to generate jobs for the laid-off people in the answering service industry. To make this intention a reality, they have decided to bring down the axe on business firms hiring offshore call centers. Firms like IBM and GE will be taxed on their international revenues. The administrators feel that the levied taxes will deter business units to use business outsourcing as an option. To make things even more pleasant for the domestic call center services, the legislation also proposes tax evasions.

These taxes come in the wake of New York Senator Charles Schumer declaring a bill that places a tax of 25 cents on every call that is transferred to an offshore answering service unit. The caller also needs to be told when their call is being transferred to an offshore BPO firm. This legislation is yet to be passed, though. The fact that call center services will be affected by governmental policies was clear to the business outsourcing world since Barack Obama declared his policies during the Presidential elections. Many insiders had relegated his policy ideas to the sidelines, banking heavily on the recession. They felt that with the recession will make sure that business firms continue to hire the cheaper option of getting work done.

Even now, the answering service units in the third world countries are hopeful. BPO firms are crunching numbers heavily to calculate if the costs that the business firms that provide them business would still find business outsourcing profitable. Insiders and senior managers of the call center services units are busy developing business models to counteract the legislative disadvantages. Megan Summers, a management consultant with a premiere outbound call center in the Philippines, said, We are confident that the new legislations would not make heavy dents in our business. Additionally, we are looking at our price models with fresh eyes. It's something that our business partners are looking into as well.

The challenges posed by the situation will definitely be something new to the answering service sector. It's true that the American citizens have a right to the jobs that are generated in the country. But the flip side of the coin is tellingly true. The BPO work outsourced to the less-developed countries have single-handedly revived many sick economies. They have opened up the job sectors in these parts of the world, providing the youth with some meaning in life.
