Scheme called Re.T in J&K has became a controversial issue
Rehbar-e-Taleem scheme, an initiative in J&K, full of multi-faceted problems

The scheme of Rehbar-e-Taleem was initiated with an intention to lower down the rate of unemployment in the state for which only very little conditions and eligibility were framed that a candidate should be 12th pass, above 18 years of age and should be from the village or identified area of the village for which the post of Rehbar-e-Taleem would have been notified. Initially the response from the unemployed youth showed much interest in the job despite of the condition that the candidate has to work for 5 years on a pay roll of Rs 1500 for first two years and Rs 2,000 for next 3 years as monthly salary. However many times the appointed Rehbar-e-Taleem teachers demanded that their salary should be increased and after they were assured by the authorities that their demands will be taken into consideration, they carried on their job.
The Rehbar-Taleem scheme was well appreciated by all the communities of the state but the problems, which the schemes face in continuing, forced educated youth to stand against the people who had made the profession of R eT as their illegal earning hand. The poor students are at many places being demanded money for the post and some candidate are also being appointed on the part of others who do not have access to provide money for the job.
The scheme was launched in 28 April, 2004 and at the time of inception of the scheme it was mentioned that there would be constituted a village level committee who will go through the educated population of the village and will consider only those candidates who would be fulfilling the eligibility criteria but consequently after few months this news come to forefront that some of the officials are demanding money from the candidates so that they will be appointed. At many villages it was found that despite having no need of teachers and schools there some authorized departments sanctioned both schools and teacher posts which were created totally beyond the instructions.
However the Rehbar-e-Taleem scheme is still in process as the recruitment process is going on at every district of the state. Doda at many times complained of slow recruitment process of R eT teachers but recently many aspirants were handed appointment orders under Rehbar-e Taleem (RET) scheme to belonging to different zones of district Doda. Concerned authorities also directed authorities to restore and make full advancement of different schools.
The scheme has lowered down the rate of unemployment to a large extent as the thousand of teachers who have been appointed under the scheme have the job in hand. But the people who made the scheme as their earning scheme would not make it advance and appreciated but will also make government authorities responsible for the future of the poor unemployed youth. The government of the state should interfere in the matter as early as possible as some candidates who are being deceived do not have the access to go to court or police authorities to lodge a complaint or file a case against the person who had snatched his post by power, money and political influence.
Most of the villages are still worried of the future of their children as the schools where their children are admitted have the scarcity of teachers, only a single teacher is available for more than hundred students. The failing assurances of the government can be very clearly visualized by keeping the issue of teacher scarcity at the villages, which have already been provided, with the limited number of Rehbar-e-Taleem teachers and still lack the teacher availability. In addition, there are many schools in the state, which are filled with teachers but lack the sufficient roll of students. Here it is obvious that the government authorities do not examine the village or area where they made the appointments of Rehbar-e-Taleem teachers.
At many places there, the Rehbare-e-Taleem teachers have been appointed on the basic eligibility condition of 12th pass but the appointed teachers do not have the proficiency to provide better education to the students. As it is very important for the teacher to have, a good qualification with better percentage so that the students do not suffer in making their goals restricted. Some of the 12th pass candidates were working as mechanics, shopkeepers and even conductors so how it is genuine to provide such an inexperienced, amateur with an opportunity to teach students of 5th,6th,7th and 8th class students. It would have been more better if the government had made such appointments of R.eT's on the basis of higher qualification and marks percentage but on Zonal level not on village level so that the standard of the rural schools could face the challenges and competition with the schools at urban areas.
"I am a teacher appointed under the scheme of R.eT, and I was appointed on the basis of higher qualification as I have completed my Masters in Zoology with good marks percentage but I do have a colleague who was appointed after me on the basis of 12th pass qualification but he do not have the capacity to teach students properly so to save the students from the ill consequences, I take the important and main subject classes myself and give him other task beyond teaching. I was about to forward a complaint against him of poor performance but because of the restrictions of my conscience, I was not able to do that," said a Rehbar-e-Taleem teacher wishing anonymity.
At several villages, it became known that the appointments of some Rehbar-e-Taleem teachers were made on the ignorance of the eligibility criteria of age limit. As some over age, candidates were appointed In place of the eligible candidates. These things also created some clashes between different families and the results were very dreadful.
Now the students from villages do not try to go for other professions than the R.eT as the work pressure, which is on teachers working under the scheme is very easy to cover. The easy eligibility conditions, which have been framed for the appointment of such job, not only make the students skipped to it but also affect their talent and proficiency in other jobs. In fact, some of the candidate complaint that they are being forced by their parents to work hard just to avail the job of R.eT.
