In a friendly, conversational tone: "Hello Jim, it is Jane. I want you to know what you did was appreciated by me. I want to thank you in person so I would like you to call me."
That uses BOTH curiosity and self-interest and Jim will not be able to resist. He will be thinking "What did I do and what does she appreciate?" It is a very positive message and causes him to feel good.
Figure out what he/she did you appreciate befor you call. Be realistic. It can be be anything appropriate, but it need to be realistic. Don't make the call without the set-up!
But of great importance.. 2ND WARNING: Not having a strategy laid out and he/she calls you back it can cause the relationship more damage than good if handled incorrectly.
What I am saying is: What you do during and after getting him/her to return your call is more important than just getting the return call.
