First thing on your list should be the Thundering Strikes talent which should give you extra +critical%. It's a passive talent, yes, but a very helpful one at that. After picking this up, you should work your way to the Flurry, a talent that will make you feel like you're a Fury Warrior. Quite a fancy talent, as many players would say, but is definitely a must-have if you're looking to increase the attack speed of your character.
After these talents, your next target should be to decrease the mana cost of some of your spells; you get that by sparing some of your talent points to the Shamanistic Focus. Not only will this talent enhance your mana management, it also helps with DoT of your shock spells.

Another primary damage dealer you should work for to get is the Dual Wield. This is the talent that puts the Enhancement Shamans in the same league as the Fury Warriors and the Rogues, which are classes the specialize in dual wielding.
Now, all these talents are the talents to pick for leveling. If you are creating a Shaman for other purposes, you can always pick up other talents.
In the gears department, it is always an excellent thing to get gears that have very high damaging capabilities. As a Shaman enhanced for leveling (an Enhancement Shaman, that is), go for gears that will improve your damage at melee range and your +hit rating. If you have rolled an Elemental Shaman, you should try to get gears that will increase the damage effect of its spells. To squeeze some healing talents in the restoration talent tree, you can spare some points into the most useful Restoration talents.
