Strategy to Combat Terrorism : Key issues

Rabindra Nath Tagore wrote these lines in 'Gitanjali' years back. Even today we need to pray the same for our country. Terrorism is growing day by day and common person can be a target anytime anywhere.
Member States of United Nations in September 2006 embarked upon a new phase in their counter-terrorism efforts by agreeing ona global strategy to counter terrorism.We in India, need a National Strategy to combat terrorism.
There are some issues worth mentioning with regard to India:
We are struggling with a wide range of terrorist attacks. Our problem in India is all our enemies are within the country. Our borders are porous and we do not know who is an Indian. In most of the countries its is manadatory to have an Identity card while we Indians use it only as a documentary need. the new scemes of Unique Identification (UID)is a welcome step. Everybody should have a standard and common identification. Steps should also be taken to deny the use of web, which has become a hostile environment for terrorists.
Role of police, investigative agencies and intelligence agencies should be discussed at high level and we need to know why they are not succesful and how they can work together and give better results.
Mercy petitions of terrorists sentenced to death should be speedily dealt with. In this connection, it may be mentioned that the mercy petition of Afzal Guru who has been sentenced to death by the Supreme Court, has not been disposed of even after a number of years. The same thing can happen with Azmal Kasab, the single culprit of Mumbai terror attacks. Any fine morning there may be another attack to set free a terrorist.
Corruption, which is the rootcause of a number of problems and bottlenecks India is facing, is also responsible for increasing terrorist activities. How does a person enters a secured area with arms and ammunition? Either out of ignorence and lack of responsibility or due to corruption and greed at grassroot level. The strategy to combat terrorism should include all these issues. It is not a standalone problem but a summation of diverse political, social and economic factors.
The strategy to combat terrorism should focus at all the facilitating factors, motivational factors as well as structural factors creating a socio-economic environment in which the radical message seems appealing. It needs not only awareness ofpeople but alsotheir participation in society and democracy. They should feel their stake in society. Further, they must have trust on police and justice which is lacking.
However, people have maintain their communal hormony and peace during the incidents of terrorist activities in Jaipur, Banglore, Mumbai and Pune. The same spirit should be upheld and we all should stand united against terrorism.
