Whether your goal is to learn the Hebrew language for personal reasons
, or you plan to travel to Israel, I highly recommend finding an online Ulpan. If you can find one locally in your area, that may be a better idea, but like I said, it's pretty rare to find a Hebrew Ulpan locally. Check your colleges first, as they are the most likely to offer Hebrew language programs. If that doesn't work, do some research online or in the phonebook for information. If you still can't find anything, you have 2 options: travel to somewhere where there IS an Ulpan, or just use the Internet to find a great online Hebrew Ulpan. I think the choice is obvious.
