A new 10 2 customs coding system has been required since January 1

, 2009 for all importers and vessel operating ocean carriers with ocean vessel shipments inbound to the United States. In addition to Harmonized tariff codes, the United States Customs and Border Protection also requires that these importers provide them with advanced notification for all high risk materials being shipped into the country. This companion to the HTS classification system in the United States is pursuant to Section 203 of the SAFE Port Act of 2006 and section 343(a) of the Trade Act of 2002 for non-bulk ocean shipments arriving in the United States. With the addition of the 10 2 Customs system, importers have many new requirements to comply with that have drastically changed the way their ocean carriers determine supply chain logistics and how they do business. The six to 12 digit Harmonized tariff codes must be provided along with ten data elements during the importer security filing, along with two additional data elements from the vessel operating ocean carriers. These numeric codes must be filed with the Customs and Border Patrol agency at least 24 hours before the loading of ocean shipments on a vessel that is bound for the United States. The ten data elements of 10 2 Customs codes include the manufacturer or supplier name and address, seller or owner name and address, buyer or owner name and address, ship to name and address, container stuffing location, consolidator name and address, importer of record Internal Revenue Number or Foreign Trade Zone applicant ID number, consignee numbers, country of origin and Harmonized Tariff Schedule number. Vessel operating ocean carriers must provide two additional data elements. These are the Vessel Stow Plan to indicate the location of each container on the ocean vessel and the Container Status Messages that detail information on the movement and status changes of a container as it travels through certain parts of the supply chain. The VSP has to be transmitted to the Customs and Border Patrol no more than 48 hours after the carriers departure from the foreign port. The CSM has to be transmitted no later than 24 hours after messages are entered in the carriers system. This new filing system has taken HTS classification one step further, giving high risk imports the attention they deserve for the sake of safety and security.
