A Targeted Employment Area is defined by law as a rural area or an area that has experienced high unemployment of at least 150 percent of the national average.

While this is the only way in which the investment can be reduced to the half a million dollar figure, many immigrants do choose to go this route. Regional Centers in particular are an attractive option due to the fact that much of the management of the investment is performed by the center, freeing up the investor to pursue other interests.
