In the Bible, Jehovah, the Lord God says that Handicapped people must not approach the altar in order not to profane the Lord God' sanctuaries. In the Quran, Allah says that there is no blame for the Handicapped people.

The Handicapped in the Bible
In the Bible, Jehovah, the Lord God put a special law for the Handicapped person; he:
Shall not come near to offer the LORD's food offerings
Shall not come near to offer the bread of his God
Shall not go through the veil
Shall not approach the altar
If you ask: O Lord God, why you said that?
Jehovah will answer: "In order not to profane my sanctuaries"
If you ask: O Lord God, who is the Handicapped in your sight?
Jehovah will reply, anyone who:
is lame
is broken-footed
is broken-handed
has Itching disease
has Scurvy
has Scabs
has anything superfluous
has Crippled (Injured) foot
has Crippled (Injured) hand
This indicate that anyone of the above Handicapped desecrate, defile and pollute Jehovah' sanctuaries

The Handicapped in the Quran
The Prophet Muhammad wished to go to Mecca to visit the (Kaaba) Holy place there. The Pagan Arabs were outnumbering the Muslims at that time. Muhammad wanted to take with him as many Muslims as he could just in case the Pagan Arabs begin fighting the Muslims. All the true normal healthy Muslims decided to go with the Prophet Muhammad. Some of the hypocrites refused to go and made excuses that they could not to go.
Allah has threatened to punish with a painful doom whoever stays behind and does not go with the Prophet just in case to take part in fighting.
What about the handicapped and the sick Muslims?
Then the people who had infirmities and chronic illnesses came to the Prophet Muhammad and said:
"O Messenger of Allah! Allah has threatened to punish whoever stays behind and does not take part in fighting with a painful doom. How can we go out in military expedition when we are physically unable to do so?"
And so Allah said:
There is no blame for the blind if he does not go out in military conquests,
Nor is there blame for the lame if he does not go out in military conquests,
Nor is there blame for the sick that they go not forth to war
And whoso obeys Allah and His messenger openly and privately and answers him by going out to fight the enemy, He will make him enter into Gardens underneath which rivers of water flow.
And whoso turns back from the obedience of Allah and His Messenger and refuses to comply, Allah will punish him with a painful doom; He will chastise with a painful chastisement
As a matter of fact, Allah Knew that there would be no war between Pagans and Muslims; instead, they will agree for a peace treaty for 10 years.
However, Allah was how strong the faith in the hearts of his servants was.
Allah appreciated the response of the handicapped and the sick Muslims; He said that there is no blame for the Handicapped people, they have the same rights as the normal healthy people, and their rewards may me as double as that for the normal healthy people.

16 And Jehovah spake unto Moses, saying,
17 Speak unto Aaron, saying, Whosoever he be of thy seed throughout their generations that hath a blemish, let him not approach to offer the bread of his God.
18 For whatsoever man he be that hath a blemish, he shall not approach: a blind man, or a lame, or he that hath a flat nose, or anything superfluous,
19 or a man that is broken-footed, or broken-handed,
20 or crook-backed, or a dwarf, or that hath a blemish in his eye, or is scurvy, or scabbed, or hath his stones broken;
21 no man of the seed of Aaron the priest, that hath a blemish, shall come nigh to offer the offerings of Jehovah made by fire: he hath a blemish; he shall not come nigh to offer the bread of his God.
22 He shall eat the bread of his God, both of the most holy, and of the holy:
23 only he shall not go in unto the veil, nor come nigh unto the altar, because he hath a blemish; that he profane not my sanctuaries: for I am Jehovah who sanctifieth them.

The Quran, Verse 48:17 (Yusuf Ali translation):
No blame is there on the blind, nor is there blame on the lame, nor on one ill (if he joins not the war): but he that obeys Allah and his messenger, - (Allah) will admit him to gardens beneath which rivers flow; and he who turns back, (Allah) will punish him with a grievous penalty.
