However it was necessary to implement a charge of some sort of charge to fund the maintenance and security of the car park to ensure safe and secure parking for all users. It was therefore important to find a compromise that would keep everybody happy.
The solution that CP Plus devised was to implement a small parking fee of 50 pence per day for staff, students and visitors. The next issue that needed to be addressed when it came to the Darlington College was the high demand for spaces. So a system needed to be put into place where the college felt that they had some control over the process of implementing the charges. The College and CP Plus worked together on a way to keep this in check.
The solution was to keep charges low by introducing a staged tariff over a seven year contract period. They also dealt with the high demand by introducing a secure pass and registration system to ensure that everybody using the car park had a legitimate right to do so.
Debbie Leigh, who works at the college and was involved in the decision making process concerning the car park was very impressed by the way that their individual parking needs and requirements were handled by CP Plus, She said: "CP Plus was excellent at ironing out one or two teething problems we encountered in the initial days. They are good at keeping in regular communication with us, so we are able to discuss any potential issues and find joint solutions quickly."
The system of car park enforcement that is used by CP Plus is called STEP meaning Staged Enforcement Policy. This is a policy that was created to help deal with a wide variety of enforcement issues. They implement a system of encouragement and positive prevention to promote enforcement issues where those who constantly reoffend and not punishing those who don't.
