In China, the forbidden use of brightening agent in flour has attracted more and more attention. Whether the brightener can be used or not is a serious problem for people to take into consideration. This problem mainly refers to four questionable points. First, the brightening agent called "benzoyl peroxide" is safe or harmful. Some people think that the agent is harmful and can seriously threaten the human health. However, according to the present information, benzoyl peroxide will not produce serious harms to the human body if it is used in a controlled range. In fact, many countries and areas in the world allow the manufacturers to add the agent into flour. The Codex Alimentarius Commission has already regulated the largest limited quantity of the agent, namely, 75mg/kg. However, the European Union does not allow the use of the agent in flour, as there is no evidence to prove the exact safeness of benzoyl peroxide. In a similar way, there is no evidence to prove the exact harmfulness of the agent. Second, the use of brightening agent keeps a close relationship with the benefits of the manufacturers. If the brightener is forbidden, the benefits of the flour manufacturers and the agent manufacturers must be destroyed. At the same time, the comprehensive economy in the whole society must be affected. Third, the forbidden use of the brightener may get into trouble with the regulations of the World Trade Organization (WTO). Whether the brightener can be used or not must keep consistent with the Sanitary and Phytosanitary Standard (SPS). If one country stops using benzoyl peroxide in flour unilaterally, the trouble with other countries may be produced. The most important point is that no evidence can explain the possible dangers of benzoyl peroxide. Fourth, how the safety of flour will be supervised after the use of the agent is stopped. According to the present information, benzoyl peroxide can whiten the flour and cause the smallest harms to the human body compared to other kinds of brightening agents. If benzoyl peroxide is not allowed to use, the manufacturers may add other agents like talcum power and titanium pigment into flour. All these agents can produce more dangerous harms to the human body. Therefore, people should not randomly stop the use of brightening agents. At the same time, the manufacturers should choose the agents which can produce little harm to the human body. Whatever, the physical health is the most important element to take into consideration.
