Use the following technique to get the most out of the collar. Perhaps he is trying to dig under the back yard fence. Place the collar around his neck, set the impulse power to a low level, and give him a chance to go near the fence. At the first sign of digging activate the sending unit. This will get his attention and he will probably stop digging momentarily right away. Repeat each time he starts to dig. Turn the power up on the collar if you need to. Changing you dog's habits can be done with a little patience.
Here are basics of using shock collars for dogs effectively. Put the collar on and let him become accustomed to it before using for its intended purpose. Always start with lowest impulse power level in the beginning. Repeating the process is necessary but keep your sessions fairly brief. Once you start the program do not cease until the desired result is achieved. Intermittent use will not work. Proper dog training can take months so be prepared for this commitment. Don't forget to praise and encourage him when his behavior is improved.
