The Purpose Of PHSR Is To Increase Safety In The Workplace

The Ontario Health and Safety Act calls for the mandatory implementation of PHSR. This is the acronym for Pre-Start Health and Safety Reviews which apply to any new or used piece of equipment that has been relocated to a new venue. Also, if safety measures have been amended or added to, a review must be done. The objective is to prevent companies from using unsafe equipment in their work environments.

The other intention of the reviews is to create awareness of the necessity to operate safe machinery. If a reviewer identifies unsafe equipment, an evaluation of the potential hazards it could cause will be made. Following this, the necessary steps to resolve the issue will be defined.

The review must be conducted by a registered engineer who is licensed to work in the state of Ontario. In exceptional circumstances, some other knowledgeable engineer may be permitted to do the review. Even though these reviews are intended to create safer working environments, many companies view them negatively. Many feel it takes time away from a job or project, although when their is an accident or problem, it takes more than just time to fix, sometimes it can take lives.

The plan to rectify any malfunctioning machinery or equipment will be formulated in the most cost-effective way. What many companies fail to recognize is that such reviews can actually motivate staff and increase productivity. This occurs when employees see that the employer is serious about safety.

When a working environment is safe, a company benefits by having fewer injuries, higher staff morale, less down time, and reduced insurance costs. Even with this knowledge, many are simply ignoring the regulation. Essentially, they are putting their workers in potentially hazardous situations.

Those companies who choose to ignore PHSR will be faced with heavy consequences if faulty equipment injures someone. Not only will they face hefty fines, but there is a chance of receiving a prison sentence. These possibilities are just the material consequences involved. The acceptance of guilt will be a far harsher consequence. The knowledge that injuries or deaths could have been prevented is a lifelong sentence.
