The manager's main job then in this scenario is to make sure, even if that means individual coaching, that everyone understands the file tree, can access file x or y equally rapidly, and has the knowledge to modify the files speedily and without mistakes. The more time that clerks have to think about their repetitive tasks, the crankier- and more resentful toward the manager- they become.
