2. If only one IP address of the site is blocked

Chances are they blocked only one IP. Facebook is a large company containing many servers. Each of them occupy their own IP.
If only one IP address is unavailable you can try out the following, like 69.63.189.11, 69.63.189.12, 69.63.189.13, etc.
