Personally, Id recommend numbering your checkout process. A great example of this is Godaddy, the domain registrar. They number their checkout process so even though its cluttered as heck, theres still an order to it. They can throw crazy amounts of upsells in there, and they wont lose too many customers since everything is laid out in a linear format that they can sequentially follow.
