, you did not have much choice. Yeah, your supplier could be selected by you. But the same point was basically presented by every single one of them - molasses-in-January slow connection speeds. If you'd a 56k modem, you believed you were FLYING!
Well, things have changed a little bit, haven't they? Today, who you choose for your Online service directly affects the quality and rate you're planning to get. Do not misunderstand me - whichever broadband high-speed service you choose is going to be light years in front of any dial-up connection you may have.
But over at my DigitalTVDojo blog, one of the things I like to do from time to time is to do "speed runs" on the various services available (It is a nerd thing.) since there ARE differences - even when they are small. (There's a link to my weblog down at the end of this story. Check it out because I also fill you in on a little key that may save yourself you hundreds of dollars when you get either company, so it is certainly worth your time and effort - until you make like a thousand dollars an hour or something.)
I did one of these rate tests on Comcast Cable Internet and Road Runner High Speed Online from Time Warner just to test the claims the two companies were making about how rapidly their goods actually are the other day. Here's what I found... See

It was simple to verify what Comcast was saying, because I have the company myself. I went over to Bandwidthplace.com to see if they were filled with it, and I'm pleased to say that they are not. Actually, based on Bandwidthplace, my relationship is smoking at 7.6 Mbps, which is even faster than Comcast officially says it is (cool!). What does this mean in actuality? I will download a typical tune that's around four minutes in under one second. Fairly lovely.
A different approach is taken by Time Warner. While figures are placed by Comcast out at you, Time Warner really shows you how fast their support is.
