Trump Would Like To Take On N.f.l.

, said yesterday that he favored the league playing its games eventually in the fall and winter rather than in spring and summer, thus competing directly with the National Football League. The 37-year-old real estate developer described what he called ''a possible scenario'' in an interview in his office on the 26th floor of Trump Tower on Manhattan's Fifth Avenue. The new league ''in two or three years'' will achieve parity with the N.F.L., he said, and the U.S.F.L. could then ''perhaps go head to head with the N.F.L.'' Trump also suggested that the U.S.F.L. might ''challenge the N.F.L. for a game'' in some kind of a championship format. ''In my opinion,'' he said, ''some U.S.F.L. teams could beat N.F.L. teams now.'' He added: ''I'm not for a merger of the two leagues. But I would be for a common draft to hold salaries down.'' Some 'Off-the-Cuff' Thinking When asked about the Trump concepts, the commissioner of the U.S.F.L., Chet Simmons, said he was always willing to listen to new ideas from an owner. ''What we have in Don,'' he said, ''is an active young guy who is doing a lot of thinking, some of it off the cuff. I'm glad he's thinking. ''However, for the moment we are concentrating on building the league in its present format. As I have said many times before we would be foolish to zentai suit challenge an organization as well established as the N.F.L.'' Trump also said that the Generals would remain at Giants Stadium in New Suit ''for the forseeable future,'' but that he would urge the league to place an expansion franchise in New York with that team to play in Shea Stadium. The Generals are considering the hiring of a new coach and Trump confirmed that he had talked by telephone recently with Don Shula of the Miami Dolphins but made no offer. ''He sounded like a nice guy,'' Trump said. The new owner has ''three or four'' other coaches in mind whom he refused to name. ''It's a matter of dollars,'' he said. ''I think I can have any of them. I didn't become successful just by throwing money around, but I would rather have property at Fifth Avenue and 57th Street than somewhere else.'' Fairbanks Decision Put Off The decision to retain or dismiss Chuck Fairbanks, the present coach and president of the Generals, will not be made for four to six weeks. ''We're analyzing,'' Trump said. ''I don't know if he did a good job or a bad job. We'll see who's available.'' Fairbanks was traveling yesterday to a meeting in Denver of the U.S.F.L.'s competition committee, which he heads, and could not be reached for comment. As for new players Trump said: ''We're talking to large numbers of people. There are more N.F.L. players coming over to the U.S.F.L. We have a lot of people who want to come over.'' Trump described James L. Gould, who helped bring about the sale of the Generals by the original owner, J. Walter Duncan, as ''my assistant.'' He said it was likely that Gould would receive some compensation such as a finder's fee for helping effect the sale of the franchise last week. Gould, 33 years old and from Cincinnati, resigned as president of the Washington Federals of the U.S.F.L. last May and has also had associations since the founding of the new league last year with Marvin L. Warner, owner of the Birmingham Stallions, and John Bassett, owner of the Tampa Bay Bandits. Trump Holds Territorial Rights Regarding a new team for New York City, an ostensible replacement of the Jets at Shea Stadium, the Trump projection was that the U.S.F.L. would grant an expansion franchise catsuits in time for the 1985 season. The Generals would have a say in the matter because his franchise holds exclusive territorial rights within 75 miles of New York City. ''No other team can come in without our approval,'' said Trump, who added that under such circumstances the Generals would be entitled to an indemnity payment. The significance to New York of the potential loss of the Jets was primarily a financial one in Trump's opinion. Regarding a new football stadium within the city, Trump said he would be in favor of one and would be willing to build it, ''a municipal stadium built privately.'' A current project of The Trump Organization is the building of a casino in Atlantic City, Harrah's, in which the Trump firm will retain a 50 percent interest. Regarding the gambling association, Trump said that his organization would have nothing to do with the operation of the casino and that Chet Simmons, the U.S.F.L. commissioner, saw no cozentaiict with the league's policies on ownership cozentaiicts.
