The anti-offshore BPO bill is probably the hottest topic of debate in the call center circles all over the world. New York senator Charles Schumer's proposed that every call transferred to an offshore answering service destination be taxed at the rate of 25 cents per call. Moreover, every caller should be informed clearly that his/her call is being routed to an offshore inbound call center.
The dual blow, especially the tax part, will obliterate a lot of the business outsourcing projects that are outsourced. Responding to this looming threat, delegates from countries like the Philippines have walked up to the senators in favor of the bill to revoke it. But there is more to this than meets the eye.
The Filipino representatives have urged the senators to take away the bill because that would be in conflict with the Big Brother' image of USA. The BPO delegates outlined to the senators that the economy of a country like Philippines depended heavily on BPO services projects. The major chunk of their gross domestic earnings comes from the call center hubs. In the absence of BPO service projects, the very economy will look down the barrel.
It is difficult to build up an economy over a period of time. But for it to slide to nothingness, it won't take much of a time. When the projects dry up, the call center BPO units will have nothing to work on. The number of unemployed but educated individuals will increase overnight. The government of Philippines cannot afford to let that happen because they cannot generate enough jobs to keep the economy solvent.
The senators are in a conflict of their own. The brand image of the country as a savior for many sick economies will definitely take a serious hit should the bill is passed. It would only mean that the poor countries who were using the BPO rope to pull themselves up and revive their economic conditions will go back to scratch.
That will mean rising unemployment, poverty and hunger on a massive, global scale. After waging war in the Middle East, America is already being tagged at the big bully' instead of the big brother'! The global consensus will work strongly against them, making USA more unpopular than ever.
Not passing this anti-offshore BPO bill would mean letting the unemployment percentage of the country soar. Telemarketing lay-offs worked such a dreadful situation in the country that the number of unemployed educated citizens in the country has touched an all-time high.
The senators have to bring back business process outsourcing jobs to the American shores. There can be no doubt about that. If they do not pay heed to the situation now, it could make the Democrats really unpopular in their own country. President Barack Obama had mentioned in his presidential campaign that he would stop the outsourcing of BPO services. The time has come for his government to bring those promises to fruition. But will they do that at the expense of the brand image of the country? Let's wait and watch!
