Naturally, if you incentivise them properly, you will get a better response. Offer a decent prize - maybe a weekend away or a restaurant voucher. And make sure that you promote the competition effectively - perhaps banner ads, newspaper ads and point of sale display.

All you need to do next is use one of the automated newsletter programs to send out a weekly e-newsletter to your target group.
