Unless you are driving a pretty old Dodge, your car has electronic fuel injection controlled by computer chip. It measures a number of factors such as the incoming air temperature and determines how much fuel to feed your engine. This means even if your foot doesn't move on the gas pedal, the amount of gas getting to the pistons can rise and fall.

The entire airflow system includes not just the intake manifold. If the air has nowhere to go when pistons exhaust it, the system backs up and engine performance suffers. Low efficiency exhaust bogs down the whole system and your air intake can't work as well.
Small tail pipes or cheap mufflers are two common sources of exhaust problems. They create a lot of friction in the exhaust flow and slow down engine performance. High performance cars have large exhaust pipes to reduce friction. They use free flowing mufflers to minimize the amount of resistance air will experience passing through. Any of these changes reduce back pressure and allow the entire air flow system through your engine to move more smoothly.
Dodge performance chips are an inexpensive way to realize as much as 50 more horsepower from your engine. Your final results will depend to some extent on how efficiently your intake and exhaust systems work. You will get good improvements using Dodge performance chips in stock vehicles, but add a little more work and your vehicle will really scream down the street.
