What the Weber and Rinne Tests use is a vibrating tuning fork because it is able to create a high frequency sound. Here, the tuning fork is placed by the examiner on the mastoid process until any sound can no longer be heard. Outside the ear, the tuning fork is placed by the examiner after this.
A hearing impairment may mean that you will not be able to hear sounds completely. Hearing impairments mean having no sound to hear. This is the way by which the Rinne test detects problems with hearing.
