This is known as 'springing power of attorney'.

Becoming a power of attorney is not an easy decision to make. When a person becomes a power of attorney they are taking responsibility for the legal decisions and choices of another person. Power of attorney is most often invoked when a person knows that their mental health is declining or when a person has a terminal illness. It is also important to remember that a power of attorney does not need to be a legally trained attorney. A power of attorney can be just about any body as long you trust them to look after your affairs well.
