2. Paid Advertising
If you have room in your budget, consider paid advertising through Facebook. It is very inexpensive and will lead to great sales, especially if you link directly to an individual product page (as opposed to linking to the base URL).
3. Catalogs
You can (and should) create a catalog for your wholesale candles and employ outside salespeople who are paid on a commission. They will hunt for small businesses (such as florist, wedding favor providers and gift shops) to sell your candles to.
