Local Authorities and they appoint Civil Enforcement Officers (traffic wardens).

They have contracted this work to private companies. Councils have encouraged contractors to raise as much revenue from parking tickets as possible. Of course there is no proof of this happening but it certainly looks that way.

The appointment of Civil Enforcement Officers has periled the motorists. These people, for the sake of keeping their jobs or for meeting their targets as well as bonuses, are handing out parking tickets to anybody and everybody. These Civil Enforcement Officers have a low paid job and at average they stay in their job for barely six months. There is the fear of losing the job and getting abused by the public as well.

The use of private companies by local councils has unfortunately lead to a lot of Civil Enforcement Officers giving more parking tickets to the motorist and more money for the council's coffers.


One favourite trick is to give foreign vehicles that never have existed parking tickets. These are counted as valid parking tickets as they do not appear on the DVLA database, making it the perfect crime as who is going to question the legitimacy of this vehicle? Other tricks include telling a motorist it's ok to park there while they get change from the sop when really it is not and they then get a parking ticket two minutes later from the traffic warden.

The transport industry also bears the brunt while these Civil Enforcement Officers issue tickets to them while legally loading and unloading. They do not bother to see what type of vehicle it is and and just issue the ticket.

Do not trust a Civil Enforcement Officer. They will point you a particular parking space saying you may park there and go away. When you will come back, there will be a parking ticket waiting for you.

You might have taken a ticket from the parking meter and gone somewhere. When you come back, that too within the stipulated time, there is another ticket waiting for you. The Civil Enforcement Officers have forgotten to tell you that the meter is not recording the right time, hence the ticket.

There are pay and display machines for parking and you may be led to one by a Civil Enforcement Officer. When you come back, you find a ticket on your wind screen and the machine suspended. The Civil Enforcement Officers knew that the machine would be suspended but didn't bother to tell you.
