Find cell phone models that don't have a camera but that your children still like. Make sure they understand why you want them to have a phone without a camera, instead of just taking it away from them. Pairing communication with education, children might be more willing to make the switch and not just feel like their parents are trying to control their life. As well, never forget about how easy it is for children to replace where they elicit inappropriate. Always keep a careful eye on your home computer, preferably using types of keyloggers or a keystroke recorder to be in the loop for all your son or daughters activities.
