Soon after, in the year, 1894, the American Jockey Club came to be.However, in the early part of the 20th century, gambling became illegal and bookmaking (taking bets, winning payouts, and calculating odds) became outlawed. NOLA History: Mardi Gras Parades There are many facets to the Carnival celebration in New Orleans, from King Cakes to the Bal Masque, to the debauchery of the Vieux Carre on Carnival Day. But for most New Orleanians, Mardi Gras memories come from parades.Recap of the Comus parade from 1902 which appeared in the New Orleans Picayune newspaper. Bernard Mandeville de Marigny, a wealthy landowner (and namesake of the Faubourg Marigny neighborhood) sponsored a "creole-style" celebration supervised by city officials. Even though the celebrations were now "official," they were still quite disorganized and rowdy.
