It's important to remember that, at that time, there was no widely accepted definition of India, a map that was then torn up by a trunculent Jinnah, an impetuous Nehru or whoever ‘dunnit'. There was instead much debate over what future India might look like-a confederation, groupings of provinces, an Indian Union, a mix of princely and other states, a dominion or a republic.
