But during the very long and painful recession, the city of Berlin undertook a major transformation. With magnificent new buildings, the city became one of the least expensive cities in Germany and one of the youngest and hippest. With Berlins new personality and facelift, it attracted a highly talented workforce and successful startups. Further, major corporations including Pfizer, BB Germany, and Nokia all opened new corporate offices. As a result, of the citys progress, it has become one of the coolest cities in Europe. But aside from business and architecture, what makes Berlin appealing to younger workers is that it is a mecca for arts, ultra modern fashion and offers an exciting night life. While it is challenging to calculate the economic utility gained from being a cool city, there is no question that Berlin has one of the most attractive economies in Europe. Even though Germany has an unemployment rate approaching 14-percent, Berlin ranks near the top of German cities for job creation. But more importantly, Berlin was able to balance its budget last year which many though would never be impossible after the reunification. However, the global financial crisis has thrown the city back into a recession again.
