Piper Perabo was the first actor cast in early July '09 as CIA officer Annie Walker. The casting of Christopher Gorham came in late July, swiftly followed by announcement that the pilot had been green-lit by USA Network.
In earlier August 2009, Tim Matheson signed on to direct a 90-minute pilot. Further casting announcements incorporated Anne Dudek in mid-August, followed by Kari Matchett and Peter Gallagher in early September. Eric Lively was cast like a fellow CIA officer as a peer of Perabo's character, and Eion Bailey was cast in the recurring part as Perabo's ex-boyfriend. The pilot started filming in Toronto in September 2009 with a cast that included the difficult edged journeyman Israeli actor Oded Fehr in the guest role.
In January 2010, the Covert Affairs pilot received a green-light to sequence with an more 11 episode order. The core cast was expected to return for the series, using the exception of Eric Lively, whose character will be composed out with the display. A number of new cast members had been added in spring 2010, such as Sendhil Ramamurthy as an additional CIA officer (whose character is usually a replacement for Lively's character) and Emmanuelle Vaugier like a journalist.
