However, the number of Chinese 3G subscribers is lower than the prediction of China Research and Intelligence. The increase of TD-SCDMA subscribers is mainly hindered by the limited category of terminals. On May 17th, 2009, China Mobile initiated the TD-SCDMA Terminal Special Incentive Fund Joint Research and Development Project with RMB 600 million, attracting mobile and chip manufacturers to invest over RMB 1.20 billion. This will definitely promote the large scale development of TD-SCDMA terminals and the improvement of the service quality. By the end of December 2009, there were 266 TD-SCDMA terminals, including 80 for cell phones, 65 for data cards, 58 for netbooks, 25 for home gateways, 34 for wireless telephones and 4 for readers. On December 29th, 2009, China Mobile declared that the TD-SCDMA phase 3 project had been completed, realizing over 70% TD-SCDMA network coverage in China and 100% coverage in Chinese eastern coastal areas. There are over 100,000 base stations and core indicators approach the level of 2G. The innovation in the subscriber development mode has reduced the use threshold for TD-SCDMA subscribers. To fully equip TD-SCDMA with the network advantages and mature experience of 2G, China Mobile puts forward the network construction principle 3G/2G Combination Network. GSM subscribers of China Mobile can possess the existing 2G services and 3G services by using a TD-SCDMA cell phone, without registration and changing the phone number and card. China Mobile has realized the transfer of all 2G services for the TD network with over 150 services. Besides, it has developed various special services such as videophone, multimedia ring back tone, phone video and phone reader, etc. In April 2009, China Mobile took the initiative to launch the TD netbook service. In May 2009, China Mobile loaded the CMMB mobile TV on TD terminals, forming the differentiated service. According to statistics, the TD-SCDMA construction volume of China Mobile in 2009 was even more than the aggregate volume in the past ten-odd years. Among 238 cities with the TD-SCDMA network coverage, the average call drop rate is reduced to 1%; the wireless call completing rate is raised to 98%; the handover success rate is increased to 96.5%; the core indicators of TD-SCDMA approach the level of 2G. Compared with WCDMA and CDMA, TD-SCDMA does not own so mature technologies and numerous terminals. Nevertheless, China Mobile has launched very successful market strategies.
