Once the newly received battery discharged I got the same blinking lights and no charging (25% available on arrival from UPS).
The 5160 will not power up without the battery either, possibly never did - not a thing I ever needed to test. My Dell served me well, but I admit I will not buy another with all I see going on in this blog and a host of others.
