If the budget says you must keep the price down, you might have to shop it around a bit more, but if you get a bid that is "so great it is hard too believe" it most likely should not be believed and you should go with a different bid. Don't think that any money you pay a contractor is wasted or that you are being suckered. Contractors perform a service and also must make a living.
