Of course, it all depends on the resolution of their monitors and the size of their windows for web browsing. Last but not the least, designing your twitter background should also consider making it quick to load. Usually, people will get bored waiting for a website to load, which will make them decide to go for another page other than you. Therefore, you need to consider your viewers internet connection, which generally affects loading time.
