Linking to high pagerank sites is an absolute necessity these days to achieve a higher position in the search engine rankings. Any search engine optimization guru will tell you that the more high authority websites that link to you, the higher you are in the rankings.
I have found many sources on the web telling people that each time another website links to your website, you get a "vote" in the eyes of the search engine and the more you get, the higher you rank. Well, I agree with this philosophy to an extent. Its not always about getting the "most" links, but who can get the BEST links.
Now since Google's formula is a big mystery and not released to the public, we really do not know the exact details of how these links compute. It is safe to say, however, that backlinks from linking to high pagerank websites is going to benefit your website that links from lower pagerank website.
Let's say you have the option to get 500 links from pagerank 0-3 websites. 500 is alot of backlinks and is no small task. But for all the time you spend getting those links, does it really benefit you in the Google results page? Not as much as you would hope. Now I am not saying don't get those links if you can, every little bit helps, but it probably won't boost you as much as two or three links from a pagerank 7-8 website. Two or three backlinks is alot more managable to obtain if your manually collecting all of these links!
Linking to high pagerank websites is the key to success. Do not get drawn into the mindset that you need to get as many links as possible and forget about these higher pagerank resources. They are out there, and if your wanting to get all of the links manually, it can be costly and time consuming.

For example, I have owned a .com domain since 2002. The domain is made up of competitive keywords in a moderately competitive field on sites. I few minutes of research and the answer was obvious. Site ranking number one had backlinks from very high pagerank websites, even a pagerank 9 site. Number two in the results didn't even come close in terms of higher pagerank sites. The highest pagerank site linking to them was pagerank 3.
So I went to work knowing what I had to do. It would have taken years and thousands of dollars to do what I just finished in two months.
