Here is my advice concerning finding builders in the first place, and second of all judging if they are fit to work for you:
Use the internet and search for "Wellington Builders" or "Good Builders in Wellington". See who shows up in the search results. Once you have found a few different builders, send them a description of the works that you want to get done. Ask for a quote and for at least 3 references.
References are your best guide to determine the ability of the builder, their past dealings with other people, and whether or not they would be suitable to do your project.
