These counseling agencies were chosen because they are non-profit organizations; accredited by the National Foundation for Credit Counseling and/or the Association of Independent Consumer Credit Counseling Agencies, licensed and operating in all 50 states; and able to handle a large volume of calls and provide the necessary services to consumers.
