This is a very confusing time for most Rangers because it is not quite understood what the most efficient way to play the class is. Really the difference resides in whether you are alone or in a group. When you are grouped, you are going to want to play the same way as you have from levels 1-10. When solo, however, you are going to be kiting the mobs around.
Levels 10-20 can be considered as the "newbie" levels. During this period your bow attacks are very weak compared to your damage with daggers or swords. Add this to the fact that your evasion is not "great" and your defense is low, and you have a problem! During this period you will definitely want to look into grouping with other players. Although you are able to kite things around when you are alone, grouping is a much, much faster way to level. Your damage is low and killing mobs takes quite a while, making this one of the hardest classes to grind and quest through this point.
Along with this, when you obtain your skills you want to ensure you get the dagger and sword skills as well as bow ones. During the level 18-20 period you will be grouped for Epic mobs, so you will have use for the dagger and sword skills then if nothing else. Once you learn your new skills, you will want to set up two hotbars now. One will be used for the bow and one for the daggers or swords.
