Some of them might not get back to you or won't be interested, but you will get people who are interested. I personally don't know why people wouldn't be interested, they get to grow their group for free and all they have to do is send a message to their group, promoting your group.
I can see if they want to cap the number of their group or set it to private invite, especially if they are nearing the 5,000 member limit where they can't message their group anymore. It doesn't really matter, you will get plenty of people who are interested.
I usually write the message that I want them to send to their group, promoting my group. Give them the incentives for joining, if the group owner wants to change that message, I let them, it is their group that they are messaging, but they usually don't.
I also usually write the message for them, promoting their group, that I will send to my group. I figure that I will make it as easy on them as possible and they will be more likely to participate. If they want to write their own message, I let them and send it to my group, as long as it is within reason and that is that. It is basically a traffic joint venture to promote each other's group.
There are plenty of other ways to promote your Facebook group outside of Facebook. It's just like promoting any other website. You can use a mailing list, use articles etc. etc. etc.
